The president of the Balearic Islands Government, Margalida Prohens, has unveiled a new housing plan with measures extending to 2031 and announced the abolition of regional taxes for under-36s buying their first home. The proposals formed a major part of her speech on the opening day of the general policy debate, held at the Parlament de les Illes Balears.

The new HABITA_IB 4+4 Strategic Housing Plan includes around 50 additional measures alongside those introduced since 2023. According to the regional government’s forecasts, the overall plan will benefit 87,000 residents and have an economic impact of €3 billion.

These are the main measures announced by Prohens during the debate.

A new housing plan extending to 2031

The HABITA_IB 4+4 plan will set out the roadmap for housing policy over the coming years. It will incorporate the 50 measures already approved and initiatives under way since 2023, together with around 50 new proposals for the 2027–2031 period.

Prohens also announced legislative changes to allow revenue from the Sustainable Tourism Tax to be allocated to housing policies.

Tax exemptions for young people buying their first home

The Balearic Islands Government will introduce a package of tax measures to reduce the cost of buying a first home:

  • Under-36s and people with disabilities: abolition of property transfer tax (ITP) and stamp duty (AJD).
  • Buyers aged 36 to 40: a 50% reduction in both taxes.
  • Mortgages: a 50% reduction in stamp duty for under-36s and people with disabilities, provided the tax saving is effectively reflected in the cost of the mortgage.
  • Savings for young people: a new regional personal income tax deduction for savings accounts intended for the purchase of a first home.

In addition, funding for public mortgage guarantees under the Nova Hipoteca Jove scheme will increase from €30 million to €45 million. The €10,000 grants for home purchases will also be strengthened.

The new tax relief measures have been announced by the president, but the government has yet to specify when they will come into force or all the eligibility requirements.

Higher inheritance tax relief

On taxation, Prohens also announced that inheritance tax relief will increase to 75% for inheritances between siblings and from aunts or uncles to nieces or nephews, provided the deceased has no direct descendants.

More buses and night trains in Mallorca

The government will allocate an additional €25 million to TIB public transport during the final quarter of 2026. The investment will fund 24 additional buses, more frequent services, new routes and expanded night-time and pre-booked services.

For Mallorca’s railway network, work is under way on an extraordinary recruitment programme covering 57 positions, following the appointment of 33 staff members. The aim is to extend operating hours and introduce night trains at weekends and on the evenings before public holidays in 2027.

A feasibility study will also be carried out into a railway connection to Artà and Capdepera, with €5 million in funding from the Sustainable Tourism Tax.

Education: less screen time and climate control in schools

The main education measures announced include:

  • Screens in classrooms: progressive restrictions on the use of tablets and laptops up to the fourth year of compulsory secondary education (ESO).
  • Climate control: preparation of a comprehensive investment plan for educational centres before the end of the parliamentary term. Work has already begun at twelve centres, with projects being prepared for another nine.
  • Early childhood education for ages 0 to 3: a draft law to transfer direct management of centres currently run by local councils and island councils to the regional government.
  • Housing for teachers: development of 40 homes in Formentera to help fill teaching vacancies.

Healthcare and social services

At Can Misses in Eivissa, the government is working on the development of 80 homes for healthcare professionals as part of a wider project comprising 245 public homes.

Prohens also announced that the public assisted reproduction service will increase the number of treatment cycles from three to four before the end of the parliamentary term.

In social services, the government plans to put a maternity support centre out to tender before the end of 2026. The facility will provide temporary accommodation and comprehensive care for pregnant women or mothers with young children who are in vulnerable situations.

Environmental protection and economic diversification

On environmental matters, the government announced several new initiatives:

  • Natural areas: acquisition of privately owned land in the Parc Natural de Mondragó and, for the first time, in the Parc Natural des Trenc.
  • Serra de Tramuntana: expansion of the protected marine area.
  • Eivissa and Formentera: addition of more than 2,000 hectares to the Reserva Marina des Freus.

The government will also draw up a new industrial development plan to promote reindustrialisation and diversify the Balearic Islands’ economy, with the involvement of businesses and social partners.

Prohens also revealed that the expenditure ceiling for the 2027 regional budget will be €7.16 billion, €598 million more than the current figure.
