Photo: CAIB.<\/p><\/div>\n<p>The agreement, adopted by the Consell de Govern on the proposal of the Conselleria d&#8217;Economia, Hisenda i Innovaci\u00f3, provides for a <strong>zero-deficit scenario<\/strong> for the fourth consecutive financial year, with a target of 0% of gross domestic product (GDP).<\/p>\n<p>During the current <strong>parliamentary term<\/strong>, the <strong>spending ceiling has increased by \u20ac1,213 million<\/strong>, according to figures provided by the regional government.<\/p>\n<h2>Revenue forecasts for 2027<\/h2>\n<p>The Govern estimates that <strong>non-financial revenue will reach \u20ac6,707.47 million<\/strong>, <strong>16.2% more<\/strong> than initially forecast for 2025. A further \u20ac453.40 million in national accounting adjustments will be added to this amount.<\/p>\n<p>Revenue forecasts for the main taxes have also increased:<\/p>\n<ul>\n<li><strong>Personal income tax (IRPF):<\/strong> \u20ac2,844.04 million, 11% more than in 2025.<\/li>\n<li><strong>Value added tax (VAT):<\/strong> \u20ac1,950.16 million, an increase of 18.63%.<\/li>\n<li><strong>Property transfer tax and stamp duty:<\/strong> \u20ac950.64 million, up 12.35%.<\/li>\n<li><strong>Inheritance and gift tax:<\/strong> \u20ac84.05 million, with a forecast increase of 28.48%.<\/li>\n<li><strong>Tourist accommodation tax:<\/strong> \u20ac149.41 million, based on tourism activity remaining at a similar level to 2026.<\/li>\n<\/ul>\n<p>Overall, forecast revenue from direct and indirect taxes will rise from \u20ac5,938.57 million in 2025 to \u20ac6,666.85 million in 2027, according to the Govern&#8217;s estimates.<\/p>\n<h2>Regional financing and transfers<\/h2>\n<p>The Balearic Islands remain a <strong>net contributor to Spain&#8217;s regional financing system<\/strong>, with an aggregate contribution of \u20ac545.97 million. However, this contribution is \u20ac80.04 million lower than in 2025.<\/p>\n<p>Meanwhile, forecast current and capital transfers outside the regional financing system amount to <strong>\u20ac470.78 million<\/strong>, 25.8% more than in 2025.<\/p>\n<p>Of this amount, \u20ac286.89 million comes from sectoral conferences and other central government contributions; \u20ac152.27 million from the Insularity Factor; and \u20ac31.62 million from European funds, mainly the European Regional Development Fund (ERDF) and European Social Fund (ESF).<\/p>\n<h2>New tax measures will have an impact of \u20ac55 million<\/h2>\n<p>The spending ceiling includes an estimated <strong>\u20ac55 million reduction in tax revenue<\/strong> resulting from measures announced by the Govern during the general policy debate held this week in the Parlament de les Illes Balears.<\/p>\n<p>Approval of the non-financial spending ceiling allows the preparation and subsequent legislative processing of the Balearic Islands&#8217;
