{"id":151821,"date":"2025-12-23T16:58:02","date_gmt":"2025-12-23T15:58:02","guid":{"rendered":"https:\/\/mallorcaglobalmag.es\/?p=151821"},"modified":"2025-12-23T16:59:11","modified_gmt":"2025-12-23T15:59:11","slug":"palma-presupuesto-2026","status":"publish","type":"post","link":"https:\/\/mallorcaglobalmag.es\/en\/palma-presupuesto-2026\/","title":{"rendered":"Palma approves its 2026 budget: more than \u20ac626 million for services, housing and mobility"},"content":{"rendered":"<p data-start=\"378\" data-end=\"836\">The <strong data-start=\"436\" data-end=\"471\">Palma City Council<\/strong> has definitively approved the <strong data-start=\"436\" data-end=\"471\">municipal budget for 2026<\/strong>, which for the first time exceeds <strong data-start=\"504\" data-end=\"529\">\u20ac626 million<\/strong> and consolidates the highest level of investment in the city\u2019s recent history. The accounts, approved at the Plenary Session held on Monday, 22 December, represent a <strong data-start=\"694\" data-end=\"734\">2.7% increase compared to 2025<\/strong> and strengthen key areas such as social services, public safety, mobility, street cleaning and housing.<\/p>\n<p data-start=\"838\" data-end=\"1182\">The budget amounts precisely to <strong data-start=\"876\" data-end=\"904\">\u20ac626.67 million<\/strong>, which represents <strong data-start=\"924\" data-end=\"972\">\u20ac16.46 million more than the previous financial year<\/strong> and a cumulative increase of over <strong data-start=\"1006\" data-end=\"1033\">\u20ac151 million since 2022<\/strong>. Final approval was secured with the votes of PP and Vox, while PSIB-PSOE, M\u00e9s per Palma and the Mixed Group voted against.<\/p>\n<h2 data-start=\"1184\" data-end=\"1236\">Less debt, sustained investment and tax cuts<\/h2>\n<p><img decoding=\"async\" class=\"size-full wp-image-151817 aligncenter\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/12\/Plenaria-pressupostos-palma-2026.webp\" alt=\"Plenary session Palma budget 2026\" width=\"1600\" height=\"1066\" \/><\/p>\n<p data-start=\"1238\" data-end=\"1499\">The governing team has defined the 2026 accounts as \u201crealistic, balanced and responsible\u201d, maintaining the course of recent years: <strong data-start=\"1381\" data-end=\"1417\">progressive debt reduction<\/strong>, containment of fiscal pressure and reinforcement of essential public services.<\/p>\n<p data-start=\"1501\" data-end=\"1766\">Among the planned tax measures is the <strong data-start=\"1549\" data-end=\"1604\">second phase of the reduction in the municipal capital gains tax<\/strong>, which will stand at 18%, as well as a reduction in the ICIO from November 2026, allowing taxpayers to <strong data-start=\"1707\" data-end=\"1765\">deduct 50% of urban planning licence fees<\/strong>.<\/p>\n<p data-start=\"1768\" data-end=\"1918\">Overall, the budget provides for <strong data-start=\"1803\" data-end=\"1842\">\u20ac90 million in investments<\/strong>, with actions distributed across neighbourhoods and strategic city projects.<\/p>\n<h2 data-start=\"1920\" data-end=\"1986\">Public safety, emergencies and cleaning: the most significant allocations<\/h2>\n<p data-start=\"1988\" data-end=\"2139\">One of the most substantial chapters is <strong data-start=\"2033\" data-end=\"2056\">Public Safety<\/strong>, which will receive <strong data-start=\"2074\" data-end=\"2099\">\u20ac121 million<\/strong>. Key measures include:<\/p>\n<ul data-start=\"2141\" data-end=\"2371\">\n<li data-start=\"2141\" data-end=\"2194\">\n<p data-start=\"2143\" data-end=\"2194\">Creation of <strong data-start=\"2155\" data-end=\"2192\">50 new Local Police positions<\/strong><\/p>\n<\/li>\n<li data-start=\"2195\" data-end=\"2248\">\n<p data-start=\"2197\" data-end=\"2248\">Investment of <strong data-start=\"2210\" data-end=\"2246\">\u20ac1.5 million in new vehicles<\/strong><\/p>\n<\/li>\n<li data-start=\"2249\" data-end=\"2314\">\n<p data-start=\"2251\" data-end=\"2314\">Launch of the project for the <strong data-start=\"2275\" data-end=\"2312\">new Local Police headquarters<\/strong><\/p>\n<\/li>\n<li data-start=\"2315\" data-end=\"2371\">\n<p data-start=\"2317\" data-end=\"2371\">Development of the new <strong data-start=\"2338\" data-end=\"2371\">Police Force Organisation Plan<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2373\" data-end=\"2539\">In the <strong data-start=\"2387\" data-end=\"2399\">Fire Brigade<\/strong> area, <strong data-start=\"2413\" data-end=\"2448\">\u20ac3 million is allocated to vehicles<\/strong>, \u20ac700,000 to station improvements, and <strong data-start=\"2497\" data-end=\"2538\">Civil Protection will be expanded to 25 volunteers<\/strong>.<\/p>\n<p data-start=\"2541\" data-end=\"2716\">The budget also maintains the <strong data-start=\"2596\" data-end=\"2612\">Palma a Punt<\/strong> cleaning programme, with <strong data-start=\"2618\" data-end=\"2642\">\u20ac38 million<\/strong> earmarked for water network renewal, wastewater treatment and fleet modernisation.<\/p>\n<h2 data-start=\"2718\" data-end=\"2783\">Mobility: more electric buses and expansion of BiciPalma<\/h2>\n<p data-start=\"2785\" data-end=\"3040\">In terms of urban mobility, the 2026 budget will allow progress in the electrification of public transport. The incorporation of the <strong data-start=\"2942\" data-end=\"2978\">first 57 electric buses<\/strong> is planned, out of a total of 113 scheduled over the next four years.<\/p>\n<p data-start=\"3042\" data-end=\"3190\">The <strong data-start=\"3065\" data-end=\"3077\">ORA parking zone<\/strong> will also be expanded, and the <strong data-start=\"3096\" data-end=\"3124\">fourth phase of BiciPalma<\/strong> will be implemented, adding <strong data-start=\"3137\" data-end=\"3189\">23 new stations and 230 electric bicycles<\/strong>.<\/p>\n<h2 data-start=\"3192\" data-end=\"3241\">Infrastructure, neighbourhoods and public spaces<\/h2>\n<p data-start=\"3243\" data-end=\"3450\">The <strong data-start=\"3254\" data-end=\"3274\">Infrastructure<\/strong> department will receive <strong data-start=\"3287\" data-end=\"3314\">\u20ac130.5 million<\/strong>, earmarked for the maintenance of parks and gardens, pavements, road resurfacing, street lighting and the construction of new neighbourhood facilities.<\/p>\n<p data-start=\"3452\" data-end=\"3733\">City projects moving forward include the <strong data-start=\"3513\" data-end=\"3542\">renovation of Plaza Mayor<\/strong>, the future service centre in the former Metropolitan building, the Exhibition Centre, GESA, the Botanical Garden, the new sports hall on the former Llu\u00eds Sitjar site and the Demographic Control Centre.<\/p>\n<h2 data-start=\"3735\" data-end=\"3776\">Social services, education and housing strengthened<\/h2>\n<p data-start=\"3778\" data-end=\"4041\">The budget strengthens <strong data-start=\"3806\" data-end=\"3828\">social services<\/strong>, with an increase of nearly <strong data-start=\"3858\" data-end=\"3881\">\u20ac5 million<\/strong>, expanding short-stay accommodation places and reinforcing services for women victims of violence, with increases of <strong data-start=\"4007\" data-end=\"4022\">60% and 36%<\/strong> respectively.<\/p>\n<p data-start=\"4043\" data-end=\"4326\">In <strong data-start=\"4046\" data-end=\"4059\">Education<\/strong>, the management of municipal schools will be tendered with salary improvements, the nursery schools in Ciutat Antiga and Santa Catalina will be acquired for <strong data-start=\"4212\" data-end=\"4237\">\u20ac3.8 million<\/strong>, the <strong data-start=\"4263\" data-end=\"4279\">Patis Oberts<\/strong> programme will be expanded, and a new facility in Son Oliva is planned.<\/p>\n<p data-start=\"4328\" data-end=\"4576\">Regarding <strong data-start=\"4342\" data-end=\"4354\">housing<\/strong>, the first phase of the <strong data-start=\"4396\" data-end=\"4414\">Shock Plan<\/strong> will be launched, with the construction of <strong data-start=\"4439\" data-end=\"4479\">166 homes on municipal plots<\/strong> in Camp Red\u00f3 and Son Ferragut, with an investment of <strong data-start=\"4530\" data-end=\"4553\">\u20ac9 million<\/strong> spread over two years.<\/p>\n<h2 data-start=\"4578\" data-end=\"4627\">Sport and culture: medium-term investments<\/h2>\n<p data-start=\"4629\" data-end=\"4920\">The <strong data-start=\"4640\" data-end=\"4652\">Sports<\/strong> department includes the refurbishment of all changing rooms at municipal football pitches, new facilities in Sant Jordi and Es Garroveral, the modernisation of the Palau Municipal d\u2019Esports de Son Moix, and progress on the future athletics track and the renovation of Germans Escalas.<\/p>\n<p data-start=\"4922\" data-end=\"5281\">In <strong data-start=\"4925\" data-end=\"4936\">Culture<\/strong>, funding is strengthened for the programming at Casal Solleric and Can Balaguer, subsidies to the Teatre Principal and the Gremi de Llibreters are maintained, <strong data-start=\"5089\" data-end=\"5148\">\u20ac300,000 is allocated to the musealisation of Castell de Bellver<\/strong>, and completion of the works at the <strong data-start=\"5187\" data-end=\"5208\">Torres del Temple<\/strong> is planned, in line with Palma\u2019s bid to become European Capital of Culture.<\/p>\n<h2 data-start=\"5283\" data-end=\"5344\">A budget to consolidate Palma\u2019s transformation<\/h2>\n<p data-start=\"5346\" data-end=\"5606\">With these accounts, Palma City Council faces 2026 with a budget that commits to <strong data-start=\"5436\" data-end=\"5501\">greater investment, strengthened services and structural projects<\/strong>, while maintaining the debt reduction and tax cuts initiated in previous years.<\/p>\n<p data-start=\"5608\" data-end=\"5815\" data-is-last-node=\"\" data-is-only-node=\"\">A scenario that will shape much of the city\u2019s municipal policy in the coming year and have a
