with 2023, at <strong data-start=\"1068\" data-end=\"1075\">28%<\/strong>, consolidating an upward trend for the third consecutive year.<\/p>\n<p data-start=\"990\" data-end=\"1144\">Mart\u00ednez Llabr\u00e9s stated that this is a budget with &#8220;<strong data-start=\"1211\" data-end=\"1361\">more investment, more services, less debt and lower taxes, focused on people, neighbourhoods and shaping a modern, forward-looking city<\/strong>.&#8221;<\/p>\n<p data-start=\"990\" data-end=\"1144\">The mayor highlighted that <strong data-start=\"1407\" data-end=\"1446\">\u20ac90 million in investments<\/strong> will be allocated (+\u20ac5.6 million compared to 2025), &#8220;<strong data-start=\"1449\" data-end=\"1496\">the highest investment made to date<\/strong>&#8220;, and that the <strong data-start=\"1508\" data-end=\"1535\">consolidated budget<\/strong> \u2014 which includes municipal bodies and public companies \u2014 totals <strong data-start=\"1596\" data-end=\"1621\">\u20ac956 million<\/strong>.<\/p>\n<p data-start=\"990\" data-end=\"1144\">Mart\u00ednez Llabr\u00e9s, accompanied by VOX councillor <strong data-start=\"1542\" data-end=\"1560\">Fulgencio Coll<\/strong>, thanked him for his support in passing the accounts, which he described as &#8220;<strong data-start=\"1640\" data-end=\"1654\">historic<\/strong>.&#8221;<\/p>\n<h2 data-start=\"990\" data-end=\"1144\">Key points of the Palma budget for 2026<\/h2>\n<h3 data-start=\"1715\" data-end=\"1752\">Main economic measures<\/h3>\n<ul data-start=\"1753\" data-end=\"2197\">\n<li data-start=\"1753\" data-end=\"1904\">\n<p data-start=\"1755\" data-end=\"1904\">Second phase of the <strong data-start=\"1787\" data-end=\"1810\">capital gains tax<\/strong> reduction, set at <strong data-start=\"1833\" data-end=\"1840\">18%<\/strong>, &#8220;one of the lowest among major Spanish cities.&#8221;<\/p>\n<\/li>\n<li data-start=\"1905\" data-end=\"2019\">\n<p data-start=\"1907\" data-end=\"2019\"><strong data-start=\"1907\" data-end=\"1929\">Reduction of the ICIO tax<\/strong> from November 2025, with a deduction of <strong data-start=\"1983\" data-end=\"2016\">50% on planning licence fees<\/strong>, aimed at &#8220;continuing to reduce fiscal pressure, stimulate construction and facilitate access to housing&#8221;.<\/p>\n<\/li>\n<li data-start=\"2020\" data-end=\"2153\">\n<p data-start=\"2022\" data-end=\"2153\">Continuation of the <strong data-start=\"2053\" data-end=\"2076\">tax reduction policy<\/strong> introduced in 2025, which saved citizens <strong>\u20ac11 million<\/strong>.<\/p>\n<\/li>\n<li data-start=\"2154\" data-end=\"2197\">\n<p data-start=\"2156\" data-end=\"2197\">Forecast for <strong data-start=\"2169\" data-end=\"2194\">lower municipal debt<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2204\" data-end=\"2230\">Public data-end=\"2376\">&#8220;A <strong data-start=\"2309\" data-end=\"2353\">historic call for 170 new Local Police officers<\/strong>&#8221; plus 50 additional posts.<\/p>\n<\/li>\n<li <strong data-start=\"3104\" data-end=\"3149\">23 new stations and 230 electric bicycles<\/strong> in <strong data-start=\"3153\" data-end=\"3172\">Platja de Palma<\/strong> and <strong data-start=\"3175\" data-end=\"3194\">Passeig Mar\u00edtim<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3204\" data-end=\"3250\">Infrastructure and Urban Maintenance<\/h3>\n<ul data-start=\"3251\" data-end=\"3584\">\n<li data-start=\"3251\" data-end=\"3311\">\n<p data-start=\"3253\" data-end=\"3311\"><strong data-start=\"3253\" data-end=\"3280\">\u20ac130.5 million<\/strong>, \u20ac44 million more than last year.<\/p>\n<\/li>\n<li data-start=\"3312\" data-end=\"3381\">\n<p data-start=\"3314\" data-end=\"3381\">Upgrades to <strong data-start=\"3326\" data-end=\"3378\">parks, gardens, pavements, asphalt and street lighting<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3382\" data-end=\"3467\">\n<p data-start=\"3384\" data-end=\"3467\"><strong data-start=\"3384\" data-end=\"3401\">\u20ac13.8 million<\/strong> for roads (+22%) and <strong data-start=\"3425\" data-end=\"3440\">\u20ac20 million<\/strong> for parks and gardens.<\/p>\n<\/li>\n<li data-start=\"3468\" data-end=\"3535\">\n<p data-start=\"3470\" data-end=\"3535\"><strong data-start=\"3470\" data-end=\"3485\">\u20ac13 million<\/strong> for maintenance of public schools (+18%).<\/p>\n<\/li>\n<li data-start=\"3536\" data-end=\"3584\">\n<p data-start=\"3538\" data-end=\"3584\">Increase of <strong data-start=\"3550\" data-end=\"3557\">24%<\/strong> in ornamental fountain upkeep.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3591\" data-end=\"3631\">Urban Projects and Facilities<\/h3>\n<ul data-start=\"3632\" data-end=\"3953\">\n<li data-start=\"3632\" data-end=\"3666\">\n<p data-start=\"3634\" data-end=\"3666\">Renovation of <strong data-start=\"3648\" data-end=\"3663\">Pla\u00e7a Major<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3667\" data-end=\"3775\">\n<p data-start=\"3669\" data-end=\"3775\">Development of the <strong data-start=\"3684\" data-end=\"3702\">Fairground<\/strong>, <strong data-start=\"3704\" data-end=\"3712\">GESA<\/strong>, <strong data-start=\"3714\" data-end=\"3733\">Botanical Garden<\/strong> and <strong data-start=\"3736\" data-end=\"3772\">former Luis Sitjar sports pavilion<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3776\" data-end=\"3827\">\n<p data-start=\"3778\" data-end=\"3827\">Creation of a <strong data-start=\"3791\" data-end=\"3824\">demographic control centre<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3828\" data-end=\"3953\">\n<p data-start=\"3830\" data-end=\"3953\">New <strong data-start=\"3837\" data-end=\"3877\">nurseries in Son Gibert and Son Dameto<\/strong>, a <strong data-start=\"3879\" data-end=\"3907\">secondary school in Son Ferriol<\/strong> and acquisition of the <strong data-start=\"3928\" data-end=\"3950\">Son Quint estate<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3960\" data-end=\"3975\">Housing<\/h3>\n<ul data-start=\"3976\" data-end=\"4249\">\n<li data-start=\"3976\" data-end=\"4083\">\n<p data-start=\"3978\" data-end=\"4083\">First phase of the <strong data-start=\"3995\" data-end=\"4025\">housing action plan<\/strong>: <strong data-start=\"4027\" data-end=\"4044\">166 homes<\/strong> in <strong data-start=\"4048\" data-end=\"4061\">Camp Red\u00f3<\/strong> and <strong data-start=\"4064\" data-end=\"4080\">Son Ferragut<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4084\" data-end=\"4137\">\n<p data-start=\"4086\" data-end=\"4137\">Investment of <strong data-start=\"4099\" data-end=\"4122\">\u20ac9 million<\/strong> over two years.<\/p>\n<\/li>\n<li data-start=\"4138\" data-end=\"4249\">\n<p data-start=\"4140\" data-end=\"4249\">Mart\u00ednez Llabr\u00e9s recalled that this plan addresses &#8220;<strong data-start=\"4196\" data-end=\"4245\">eight years of inaction by previous administrations<\/strong>&#8220;.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"4256\" data-end=\"4281\">Social Services<\/h3>\n<ul data-start=\"4282\" data-end=\"4565\">\n<li data-start=\"4282\" data-end=\"4364\">\n<p data-start=\"4284\" data-end=\"4364\">Increase of <strong data-start=\"4298\" data-end=\"4317\">almost \u20ac5 million<\/strong>, reaching <strong data-start=\"4330\" data-end=\"4361\">over \u20ac62 million in total<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4365\" data-end=\"4444\">\n<p data-start=\"4367\" data-end=\"4444\">Consolidation of <strong data-start=\"4384\" data-end=\"4397\">84 places<\/strong> in the short-stay shelter service.<\/p>\n<\/li>\n<li data-start=\"4445\" data-end=\"4565\">\n<p data-start=\"4447\" data-end=\"4565\">Strengthening of support for <strong data-start=\"4473\" data-end=\"4506\">women victims of violence<\/strong>, with increases of <strong data-start=\"4525\" data-end=\"4538\">60% and 36%<\/strong> in the new contracts.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"4572\" data-end=\"4609\">Education, Youth and Sports<\/h3>\n<ul data-start=\"4610\" data-end=\"5096\">\n<li data-start=\"4610\" data-end=\"4711\">\n<p data-start=\"4612\" data-end=\"4711\"><strong data-start=\"4612\" data-end=\"4628\">\u20ac3.8 million<\/strong> to acquire the nursery schools of <strong data-start=\"4670\" data-end=\"4687\">Ciutat Antiga<\/strong> and <strong data-start=\"4690\" data-end=\"4708\">Santa Catalina<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4712\" data-end=\"4801\">\n<p data-start=\"4714\" data-end=\"4801\">Expansion of the <strong data-start=\"4738\" data-end=\"4756\">\u201cOpen Playgrounds\u201d<\/strong> programme and activities in <strong data-start=\"4777\" data-end=\"4798\">neighbourhood centres<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4802\" data-end=\"4879\">\n<p data-start=\"4804\" data-end=\"4879\">In <strong data-start=\"4807\" data-end=\"4819\">Youth<\/strong>, a material error will be corrected by amendment, increasing the total from \u20ac1,319,861 to <strong>\u20ac1,785,047<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4880\" data-end=\"5096\">\n<p data-start=\"4882\" data-end=\"5096\">In <strong data-start=\"4885\" data-end=\"4897\">Sports<\/strong>, renovation of <strong data-start=\"4910\" data-end=\"4924\">changing rooms<\/strong>, new facilities in <strong data-start=\"4950\" data-end=\"4964\">Sant Jordi<\/strong> and <strong data-start=\"4967\" data-end=\"4984\">Es Garroveral<\/strong>, modernisation of the <strong data-start=\"5004\" data-end=\"5033\">Son Moix Sports Centre<\/strong>, and progress on the <strong data-start=\"5049\" data-end=\"5071\">athletics track<\/strong> and <strong data-start=\"5074\" data-end=\"5093\">Germans Escalas complex<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"5103\" data-end=\"5117\">Culture<\/h3>\n<ul data-start=\"5118\" data-end=\"5471\">\n<li style=\"list-style-type: none;\">\n<ul data-start=\"5118\" data-end=\"5471\">\n<li data-start=\"5118\" data-end=\"5192\">\n<p data-start=\"5120\" data-end=\"5192\">Enhancement of the programming at <strong data-start=\"5152\" data-end=\"5170\">Casal Solleric<\/strong> and <strong data-start=\"5173\" data-end=\"5189\">Can
