Of these, <strong>4,131 correspond to the new Civic Ordinance<\/strong>, in force since June, and <strong>2,032 are related to the improper use of personal mobility vehicles (PMVs)<\/strong>, mainly electric scooters.<\/p>\n<div id=\"attachment_149822\" style=\"width: 790px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-149822\" class=\"size-full wp-image-149822\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/10\/Patinete-electrico-Foto-B.-Ramon.webp\" alt=\"electric scooter\" width=\"780\" height=\"520\" \/><p id=\"caption-attachment-149822\" class=\"wp-caption-text\">Photo: B. Ram\u00f3n.<\/p><\/div>\n<p>Mayor Jaime Mart\u00ednez Llabr\u00e9s has highlighted <strong>public safety and civic behaviour<\/strong> as <strong>key priorities<\/strong> for the local government team, \u201ca commitment reflected in the entry into force of this new ordinance, whose fundamental aim is to eradicate behaviours that disrupt coexistence and damage the city\u2019s heritage, <strong>putting an end to the unacceptable levels of antisocial behaviour and dirtiness<\/strong> seen in recent years, a period in which those who failed to respect the rules were allowed to act with impunity, to the detriment of the majority who behaved correctly.\u201d<\/p>\n<h2>Fines for improper use of electric scooters<\/h2>\n<p>According to the report presented by the City Council, <strong>around 900 more fines than last year<\/strong> have been issued for the improper use of electric scooters.<\/p>\n<p>According to municipal data, the offences are distributed as follows:<\/p>\n<ul>\n<li>\n<p><strong>1,187 reports for not wearing an approved helmet.<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>541 for riding without mandatory insurance.<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>183 for not wearing a reflective vest.<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>69 for riding through pedestrian areas.<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>52 for other offences<\/strong>, such as speeding or adopting an incorrect posture while riding.<\/p>\n<\/li>\n<\/ul>\n<h3>Main offences detected<\/h3>\n<p>In addition to electric scooters, the City Council highlights other areas of enforcement:<\/p>\n<ul>\n<li>\n<p><strong>Illegal street vending:<\/strong> 1,232 reports, 263 more than in 2024. These include 44 fines issued for the first time to buyers or lookouts warning of police presence.<\/p>\n<\/li>\n<li>\n<p><strong>Street drinking and public disturbances:<\/strong> 845 reports.<\/p>\n<\/li>\n<li>\n<p><strong>Unauthorised services<\/strong> (such as tarot readings or massages): 224 reports.<\/p>\n<\/li>\n<li>\n<p><strong>Improper use of public space:<\/strong> 145 reports.<\/p>\n<\/li>\n<\/ul>\n<h3>Playa de Palma accounts for most of the fines<\/h3>\n<p>The area of <strong>Playa de Palma and s\u2019Arenal<\/strong> recorded around <strong>2,500 reports<\/strong>, with the following offences standing out:<\/p>\n<ul>\n<li>\n<p>917 for illegal street vending<\/p>\n<\/li>\n<li>\n<p>200 for unauthorised services<\/p>\n<\/li>\n<li>\n<p>113 for alcohol consumption and public disturbances<\/p>\n<\/li>\n<li>\n<p>282 for improper use of personal mobility vehicles<\/p>\n<\/li>\n<\/ul>\n<h3>Police reinforcement and new units<\/h3>\n<p>Mart\u00ednez Llabr\u00e9s recalled the planned recruitment of <strong>270 new Local Police officers by 2026<\/strong>, as well as investment in <strong>vehicles, CCTV systems and new specialised units<\/strong>.<\/p>\n<p>Among these, he highlighted the <strong>Community Proximity Team (ECOP)<\/strong>, created to strengthen police presence in neighbourhoods and ensure compliance with the new civic ordinance, along with the <strong>Drone Unit<\/strong>, which supports surveillance and public space control.<\/p>\n<p>In the <strong>Ponent<\/strong> area, the ECOP and the <strong>Green Patrol<\/strong> have intensified inspections of leisure venues in collaboration with the <strong>Port Authority<\/strong>, responding to local residents\u2019 concerns.<\/p>\n<h3>Other districts<\/h3>\n<ul>\n<li>\n<p><strong>Llevant:<\/strong> 1,443 reports<\/p>\n<\/li>\n<li>\n<p><strong>Ponent:<\/strong> 676 reports<\/p>\n<\/li>\n<li>\n<p><strong>North:<\/strong> 693 reports<\/p>\n<\/li>\n<li>\n<p><strong>City Centre:<\/strong> 391 reports<\/p>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Palma City Council has recorded 7,702 reports of antisocial behaviour <a href=\"https:\/\/mallorcaglobalmag.es\/en\/patinetes-electricos-2000-multas-palma-verano\/\"> [&#8230;]<\/a><\/p>\n","protected":false},"author":4,"featured_media":149823,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1528,1513],"tags":[],"class_list":["post-149825","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-events-courts","category-society"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v25.2 -
