{"id":149776,"date":"2026-02-03T13:19:08","date_gmt":"2026-02-03T12:19:08","guid":{"rendered":"https:\/\/mallorcaglobalmag.es\/palma-prohibe-nuevas-plazas-alquiler-turistico\/"},"modified":"2026-02-03T13:23:36","modified_gmt":"2026-02-03T12:23:36","slug":"palma-prohibe-nuevas-plazas-alquiler-turistico","status":"publish","type":"post","link":"https:\/\/mallorcaglobalmag.es\/en\/palma-prohibe-nuevas-plazas-alquiler-turistico\/","title":{"rendered":"Palma bans new tourist rental places and moves to reduce the current supply"},"content":{"rendered":"<p><strong>Palma<\/strong> has taken a new step towards its goal of <strong>prohibiting new tourist-rental places across all types of housing throughout the entire municipal area<\/strong>, following the initial approval of the targeted amendment to the <strong>2023 General Plan<\/strong> relating to tourist stays in dwellings (ETV).<\/p>\n<p>With this measure, promoted by the Ger\u00e8ncia d\u2019Urbanisme of the <strong>Palma City Council<\/strong>, <strong>the whole municipality is now considered a single area not suitable for the marketing of ETV<\/strong>, which <strong>prevents any future growth<\/strong> and paves the way for a <strong>progressive reduction in supply<\/strong> as permanent deregistrations occur. The text must now continue through the administrative process until its final approval.<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-149057 aligncenter\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/09\/Alquiler-e1757936241377.webp\" alt=\"tourist rental\" width=\"780\" height=\"520\" srcset=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/09\/Alquiler-e1757936241377-768x512.webp 768w, https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/09\/Alquiler-e1757936241377.webp 780w\" sizes=\"(max-width: 780px) 100vw, 780px\" \/><\/p>\n<h2>Key figures on tourist rentals in Palma<\/h2>\n<p>At present, the municipality has:<\/p>\n<ul>\n<li>\n<p><strong>4,473 places for tourist stays in dwellings (ETV).<\/strong><\/p>\n<\/li>\n<li>\n<p><strong>632 authorised properties<\/strong>, distributed as follows:<\/p>\n<ul>\n<li>\n<p>381 in Palma city.<\/p>\n<\/li>\n<li>\n<p>76 in Platja de Palma and Can Pastilla.<\/p>\n<\/li>\n<li>\n<p>175 on rural land.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The amendment to the General Plan provides that:<\/p>\n<ul>\n<li>\n<p><strong>No new places<\/strong> for tourist rentals will be granted under any category.<\/p>\n<\/li>\n<li>\n<p><strong>Non-permanent ETVs may not be renewed<\/strong>.<\/p>\n<\/li>\n<li>\n<p><strong>The relocation or transfer of existing places will not be permitted<\/strong> to other locations. If any of these are deregistered, <strong>no new places may be opened<\/strong> to replace them.<\/p>\n<\/li>\n<li>\n<p>The forecast increase of <strong>374 new places<\/strong> included in the previous planning framework is removed (231 in Palma city and 143 on rural land).<\/p>\n<\/li>\n<\/ul>\n<p>The aim is for the maximum number of tourist-rental places <strong>not only to be frozen, but to decrease gradually<\/strong> over time.<\/p>\n<h3>Reordering the tourism model<\/h3>\n<p>The ban on new ETV places forms part of a broader <strong>strategy<\/strong> to <strong>reorder Palma\u2019s tourism model<\/strong>, presented by Palma\u2019s mayor, <strong>Jaime Mart\u00ednez Llabr\u00e9s<\/strong>, <strong>last October<\/strong>. The objective is to strengthen <strong>the quality of the destination<\/strong>, tackle <strong>illegal supply<\/strong> and move towards a <strong>comprehensive revaluation of Palma<\/strong> as a benchmark tourist destination, Mart\u00ednez Llabr\u00e9s underlined.<\/p>\n<p>The mayor also announced the <strong>ban on opening new hostels<\/strong> and the <strong>conversion of existing ones<\/strong>, as many operate as \u201c<strong>low-grade hotels<\/strong>\u201d. Likewise, \u201cparty boats\u201d will be <strong>banned along the entire Passeig Mar\u00edtim<\/strong> from this year. \u201cThe Port of Palma is a fundamental piece of infrastructure for the city and, therefore, its integration must be total, and that integration must involve banning \u2018party boats\u2019,\u201d he insisted.<\/p>\n<h3>Less seasonality and higher tourist spend<\/h3>\n<p>Mart\u00ednez Llabr\u00e9s also highlighted in October that Palma has managed to <strong>reduce tourism seasonality by 2.01%<\/strong> over the last two years and by <strong>4.57% compared with 2018<\/strong>, the record year before the pandemic.
