The president warned that the archipelago is experiencing an <strong>\u201cunsustainable\u201d<\/strong> population increase and has become one of the <strong>regions of Spain under the greatest demographic pressure<\/strong>. \u201cWe cannot assume <strong>unlimited population growth<\/strong>,\u201d she stated.<\/p>\n<p>Prohens pointed out that since the year <strong>2000<\/strong> the population of the islands has risen from <strong>845,000<\/strong> to more than <strong>1.24 million inhabitants<\/strong> \u2014 an increase of almost 50%, <strong>well above the Spanish and European averages<\/strong>. She warned that if the trend continues, in <strong>fifteen years<\/strong> the Balearic Islands could gain another <strong>230,000 residents<\/strong>, creating <strong>unprecedented demographic pressure<\/strong>.<\/p>\n<p>In response, Prohens announced a <strong>strategic shift<\/strong> to address demographic growth, structured around three main pillars:<\/p>\n<ul>\n<li><strong>Meeting the needs<\/strong> arising from the growth already experienced.<\/li>\n<li><strong>Slowing the current population increase<\/strong>.<\/li>\n<li><strong>Protecting the identity, culture and character<\/strong> of the Balearic Islands.<\/li>\n<\/ul>\n<div id=\"attachment_149617\" style=\"width: 790px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-149617\" class=\"size-full wp-image-149617\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/10\/Prohens-debate-de-politica-general-2025.webp\" alt=\"Prohens general policy debate 2025\" width=\"780\" height=\"521\" \/><p id=\"caption-attachment-149617\" class=\"wp-caption-text\">Prohens speaking during the general policy debate of the Balearic Islands. Photo: Balearic Government.<\/p><\/div>\n<p>Although the president announced this strategic change, she <strong>did not present specific measures<\/strong> to curb or control demographic growth; instead, the initiatives focused on adapting public services and safeguarding quality of life in a growing population.<\/p>\n<h2>Government initiatives<\/h2>\n<p><strong>Housing<\/strong><\/p>\n<ul>\n<li>Grants of up to <strong>\u20ac10,000<\/strong> for the purchase of a first home for residents under 40 who have lived in the Balearic Islands for at least five years.<\/li>\n<li>Amendment of the fiscal regulations to raise the threshold for subsidised homes from \u20ac270,000 to <strong>\u20ac378,000<\/strong>, maintaining the elimination of the property transfer tax for under-30s and a 50% reduction for those under 36, large families, single-parent families and people with disabilities. The measure currently benefits <strong>1,500 young people<\/strong>.<\/li>\n<\/ul>\n<p><strong>Employment, tourism and innovation<\/strong><\/p>\n<ul>\n<li>Pilot scheme to convert seasonal workers with fixed-term contracts into permanent employees, encouraging year-round business activity.<\/li>\n<li>Creation of a regional committee to combat labour fraud and unfair competition.<\/li>\n<li>Talks with shipping companies to limit the number of cruise ships calling at Palma and to prioritise lower-emission vessels.<\/li>\n<li>Investment of <strong>\u20ac240 million<\/strong> in technological innovation, including <strong>\u20ac3 million in participatory loans<\/strong> to support tech entrepreneurship.<\/li>\n<li>The Employment Service will tighten its assessment criteria and link benefits to personalised employment plans. The residency requirement to access the guaranteed social income will also be extended from one to three years.<\/li>\n<\/ul>\n<p><strong>Health<\/strong><\/p>\n<ul>\n<li>Strategic Mental Health Plan with a community-based and coordinated approach.<\/li>\n<li>Pilot programme for psychological care in primary healthcare centres, adding <strong>16 new psychologists<\/strong>: 9 in Mallorca, 4 in Ibiza and Formentera, and 3 in Menorca.
