According to the employers\u2019 organisation, this decision represents &#8220;an <strong>intrusion<\/strong> into the autonomy of collective bargaining <strong>enshrined in the Constitution<\/strong>&#8220;, said its president, Carmen Planas.<\/p>\n<div id=\"attachment_119330\" style=\"width: 790px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-119330\" class=\"size-full wp-image-119330\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/05\/Carmen-Planas-CAEB.webp\" alt=\"Carmen Planas CAEB\" width=\"780\" height=\"523\" \/><p id=\"caption-attachment-119330\" class=\"wp-caption-text\">Carmen Planas, president of the Confederation of Business Associations of the Balearic Islands. Photo: CAEB.<\/p><\/div>\n<p>CAEB denounces that the new regulation, which alters aspects traditionally governed by <strong>collective agreements<\/strong>, has been implemented <strong>without any prior study of its consequences<\/strong>. &#8220;It will affect <strong>75% of the labour market<\/strong>, except for <strong>large companies<\/strong>, which already operate at 37.5 hours,\u201d warns Planas. The confederation points out that this legal imposition adds pressure to companies already burdened by the rise in the <strong>Minimum Wage<\/strong> and <strong>social security contributions<\/strong>, which were already <strong>reducing productivity<\/strong>, as shown by a <strong>3.8% drop over the past five years<\/strong>.<\/p>\n<h2>Specific context in the Balearic Islands<\/h2>\n<p>The confederation stresses that the decision to reduce the working week has been taken without considering the specific characteristics of the business landscape in each region. CAEB\u2019s president notes that the Balearic economy is primarily based on the <strong>service sector<\/strong>, with a high number of businesses that rely on <strong>in-person work<\/strong>. &#8220;This, combined with the <strong>shortage of both skilled and unskilled labour<\/strong>, often makes it <strong>impossible to adapt<\/strong> working hours under a <strong>rigid and imposed regulation<\/strong>,&#8221; she explains. &#8220;Working time regulation should be addressed <strong>sector by sector and company by company<\/strong>, analysing whether there is room for productivity and assessing the organisational needs of the employer,&#8221; Planas emphasises.<\/p>\n<p>In her view, this measure undermines a key pillar of labour relations in Spain: collective bargaining, which has been fundamental in maintaining social peace over the past 40 years.
