One of the key measures agreed upon is the <strong>standardisation of the residency allowance<\/strong>, a supplement that compensates for the <strong>additional cost of insularity<\/strong>. From 2026, this allowance will be the same for all groups of civil servants and public employees. Photo: FECCOO.<\/p><\/div>\n<p data-start=\"635\" data-end=\"960\">The agreement was reached with <strong>unanimous consensus<\/strong> between the government and the unions <strong>CCOO, SIMEBAL, UGT, CSIF, and STEI<\/strong>, represented in the General Committee of Public Employees. The new residency allowance will be paid out <strong>progressively over three years<\/strong>, from 2026 to 2028, increasing by one-third of the total amount each year.<\/p>\n<h3 data-start=\"635\" data-end=\"960\">Other Measures in the Legislative Pact<\/h3>\n<p data-start=\"56\" data-end=\"138\">In addition to the residency allowance, the pact includes <strong>other key measures<\/strong>:<\/p>\n<ul data-start=\"140\" data-end=\"950\" data-is-only-node=\"\" data-is-last-node=\"\">\n<li data-start=\"140\" data-end=\"471\">\n<p data-start=\"142\" data-end=\"189\"><strong data-start=\"142\" data-end=\"187\">Restoration of frozen salaries:<\/strong><\/p>\n<ul data-start=\"192\" data-end=\"471\">\n<li data-start=\"192\" data-end=\"289\">Reimbursement of unpaid amounts since 2020 within the 2026 budget year.<\/li>\n<li data-start=\"292\" data-end=\"471\">Payment of approximately <strong data-start=\"316\" data-end=\"341\">\u20ac150 million<\/strong> that was frozen at the time, following a favourable ruling for the STEI union by the Balearic Islands&#8217; High Court of Justice.<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"473\" data-end=\"738\">\n<p data-start=\"475\" data-end=\"537\"><strong data-start=\"475\" data-end=\"535\">Improvements in the temporary incapacity (TI) supplement:<\/strong><\/p>\n<ul data-start=\"540\" data-end=\"738\">\n<li data-start=\"540\" data-end=\"651\">Inclusion of a proportional part of healthcare staff on-call payments in sick leave benefits.<\/li>\n<li data-start=\"654\" data-end=\"738\">Guarantee of an income equivalent to <strong data-start=\"694\" data-end=\"724\">100% of regular earnings<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li data-start=\"740\" data-end=\"950\" data-is-last-node=\"\">\n<p data-start=\"742\" data-end=\"786\"><strong data-start=\"742\" data-end=\"784\">Commitment to professional career development:<\/strong><\/p>\n<ul data-start=\"789\" data-end=\"950\" data-is-last-node=\"\">\n<li data-start=\"789\" data-end=\"894\">Annual call for standard procedures to obtain new professional career levels.<\/li>\n<li data-start=\"897\" data-end=\"950\" data-is-last-node=\"\">Implementation in the instrumental public sector.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The Director General of Public Service, Antoni Mesquida, highlighted that this pact &#8220;represents recognition of public employees and an improvement in their working conditions, which will translate into more efficient and higher-quality public services for citizens.&#8221;<\/p>\n<div id=\"attachment_117706\" style=\"width: 790px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-117706\" class=\"size-full wp-image-117706\" src=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/02\/Antoni-Mesquida-e1740737199707.webp\" alt=\"\" width=\"780\" height=\"520\" srcset=\"https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/02\/Antoni-Mesquida-e1740737199707-768x512.webp 768w, https:\/\/mallorcaglobalmag.es\/wp-content\/uploads\/2025\/02\/Antoni-Mesquida-e1740737199707.webp 780w\" sizes=\"(max-width: 780px) 100vw, 780px\" \/><p id=\"caption-attachment-117706\" class=\"wp-caption-text\">The Director General of Public Service, Antoni Mesquida.
