The Consell de Mallorca has officially presented the budget for 2026, amounting to €761.7 million, a 10% increase compared with 2025. It is the highest budget in the history of the island institution, as highlighted by President Llorenç Galmés. “The island institution is breaking its all-time budget record for the third consecutive year,” said Galmés, who stressed that these accounts “address the main challenges, such as mobility, tourism and the environment.”

The president of the Consell also underlined that more than half of the budget goes to social policies, reaching €426.6 million, a 9% increase on the previous year. “The Consell de Mallorca will continue allocating six out of every ten euros to policies that care for people, especially the most vulnerable,” he stated.

In addition, the Government of the Balearic Islands is increasing its contribution to €449.3 million, and key areas such as territory, mobility, environment, culture, tourism and administrative modernisation are reinforced.

Breakdown by departments

Social Welfare

  • Budget of €351 million, a 11% increase.

  • €9 million for the Basic Municipal Services Plan.

  • €3 million in grants for municipal care homes.

  • €14.7 million for the SAID and SAID-DIC services.

  • Ca meva” Programme: €1 million to support housing access for people with disabilities and at risk of social exclusion.

Territory, Mobility and Infrastructure

  • Budget of €133.8 million (+1%).

  • €39.6 million for new infrastructure:

    • Sant Llorenç bypass,

    • s’Alqueria Blanca bypass,

    • Roundabout on the Sóller road next to the ITV centre.

  • €27.2 million for road surface maintenance.

  • €9.2 million for road refurbishment.

  • €18.6 million for the ITV service.

  • Territorial Defence Agency: €4.5 million (+7%).

Environment, Rural Affairs and Sports

  • Budget of €54 million, a 39% increase.

  • €14.2 million from Next Generation EU funds for the Llucmajor composting plant.

  • €2.8 million for mountain refuges.

  • €3.5 million for sports promotion for senior citizens.

  • Hunting Service: almost €2 million.

  • Sports grants: €1.3 million.

  • Mallorca Equestrian Institute: €5.6 million (+18.5%).

Culture and Heritage

  • Budget of €39.5 million (+13%).

  • Municipal cultural grants: €2.3 million (+50%).

  • Heritage protection with the Bishopric: €1.2 million.

  • €450,000 for the recovery of the ses Fontanelles shipwreck.

  • Craft sector: €1 million.

  • Teatre Principal: €7.7 million.

  • Mallorca Literary Foundation: €1.7 million.

  • Maritime Museum: €1 million.

Tourism

  • Budget of €20.6 million, an increase of €3.6 million.

  • €9 million to strengthen inspectors and Sanctions Service staff.

  • €7 million from the sustainable tourism tax for campaigns and combating illegal tourist activity.

  • €2.6 million against tourism intrusion.

  • Mallorca Tourism Foundation: €8.4 million.

  • Tourist Accommodation Allocation Consortium: €2.5 million (+19.6%).

Presidency

  • Budget of €38 million.

  • Families, Equality and Diversity: €3.2 million (+13.8%).

  • Gender violence support services: €6.3 million, including Camí Violeta and Centro Libertas.

  • Youth: €3.7 million (+1.4%).

  • Sociocultural Promotion: €4.5 million (+9.8%).

  • Serra de Tramuntana Consortium: €5.4 million (+30.5%).

Finance, Innovation and Public Function

  • Budget of €81.1 million, a 29% increase.

  • Mallorca Fire Service: €32 million, including €8 million for fleet renewal and €5 million for the Migjorn station.

  • Strategic Projects:

    • €2.5 million for the Sindicat de Felanitx restoration,

    • €1.5 million for the Alcanada power station protection.

  • Modernisation, transparency and innovation: €6.2 million.

Economic Promotion and Local Development

  • Budget of €43.4 million (+1%).

  • €22 million for the Works and Services Plan and the PAESC climate and energy plans.

  • €5 million in grants related to the water cycle.

  • €2.3 million for the promotion of local products (+9.5%).

  • Support for local commerce associations: €250,000 (+25%).

Contribution from the Balearic Government

  • €449.3 million, an increase of €32.3 million.

  • €13 million from the waste management fund.

  • €7 million for road investments, including the start of work on Section I of Palma’s Second Ring Road.
