The Consell de Mallorca will allocate six out of every ten euros to social policies in its 2025 budget. The budget for this purpose will be €391 million, an 11% increase compared to 2024. This was announced by the president of the island institution, Llorenç Galmés, during the presentation of the Consell’s 2025 budget, which will total €695,477,183.14; €49.5 million more than this year, representing an increase of 7.65%. Galmés highlighted that these are the largest and most social budgets in the institution’s history, with a focus on “caring for people, especially the most vulnerable: the elderly, people with dependencies, people with disabilities, and children”.
In this regard, the president of the Consell de Mallorca highlighted the 28.8% increase in the budget for the Directorate of Families, which includes equality policies and measures to combat gender violence. This increase will include the launch of the first crisis centre to support victims of sexual violence in Mallorca. He also mentioned the 10% increase in the budget for the Mallorcan Institute of Social Affairs (IMAS) to €316.3 million. New facilities, including residences in Miquel Mir, Inca, and Sant Josep, located in the Hermanitas building in Palma, will receive €4 million, and the budget for the Directorate of Disability will rise by 7.4% to a total of €84.3 million.
According to the president of the Consell de Mallorca, the 2025 budget reflects a record investment in infrastructure, municipal services, culture, and combating illegal tourism. He stated that “these budgets mark the consolidation of the changes initiated in May 2023, moving forward rather than regressing in areas such as language, equality, and the environment.”
Budget Allocation by Department:
Record Investment in Combatting Illegal Tourism
The Tourism Department will have a budget of €16.9 million, an increase of 2.1% over 2024. Notably, €1.2 million will be added to hire more staff for the Sanctions Service to process cases. The Department of Tourism has also requested €8.3 million from the Sustainable Tourism Tax for 2025: €1.3 million to tackle illegal tourism and €7 million to promote responsible tourism. This brings the total for combatting illegal tourism to €2.5 million, an increase of 39%. On the other hand, the budget for the Mallorca Tourism Foundation will be reduced by €1.4 million, or 19% compared to 2024. Meanwhile, the budget for the Consorcio de la Bolsa de Alojamientos Turísticos will be €2.1 million for 2025, a 37.5% increase.
€30 Million Increase for Roads
Galmés also highlighted the increased contribution from the Balearic Government, which will reach €417 million, €4 million more than this year. Of this, €30 million will go towards road infrastructure projects, based on an agreement between the two institutions to be formalised in the coming weeks. Galmés expressed his gratitude for the “support and responsiveness of the government led by Marga Prohens to meet the needs of the people of Mallorca” and reiterated the request to the central government for €230 million under the road agreement.
Territory, Mobility, and Infrastructure
The budget for the Department of Territory, Mobility, and Infrastructure will be €132.7 million, a 1% increase over 2024. Of this, €42.5 million will go towards improving existing infrastructure. An additional €20 million will fund new projects, such as the construction of civic roads from Pòrtol to Santa Maria, Ariany, Artà Nord, Peguera to Camp de Mar, Son Ferriol to Hostalots, and s’Olivó, costing €9.6 million. The budget for the Territorial Defence Agency will increase to €4.2 million, a 13.3% rise.
Economic Promotion and Local Development
The Economic Promotion and Local Development Department will have a budget of €43.1 million, a 1% increase over this year. Highlights include €20 million for the Works and Services Plan; €3 million for the Sustainable Energy and Climate Action Plans (PAESC); and €5 million for water cycle aid. Additionally, subsidies for local products will increase to €2 million, representing a €600,000 increase over 2024.
Culture and Heritage
The budget for Culture and Heritage will be €34.9 million, a 7.4% increase over 2024. The Misericordia will continue to be promoted as a cultural hub in Mallorca. The budget for the Mallorca Cultural Institute will increase to €3.8 million, and the Literary Awards fund will receive an additional €140,000. The Directorate of Heritage will allocate €350,000 for the ses Fontanelles exhibition and €440,000 for the restoration of the Sang nativity scene. The Handicraft Area will allocate €300,000 to create two certifications: Artisan Brand and Mallorca Fashion Brand, with the Craftsmanship Awards fund increasing to €40,000. The budget for Teatre Principal de Palma will rise to €6.7 million, with €1.5 million allocated to the Mallorca Literary Foundation and €870,000 to the Museum Consortium.
Environment, Rural Areas, and Sports
The Environment, Rural Areas, and Sports Department will have a budget of €38.8 million, an 8% increase over this year. Notable projects include the Camina per Mallorca initiative, with a budget of €2.2 million, of which €1.2 million is funded by the Sustainable Tourism Tax. The refuge management budget has a slight increase, totalling €2.52 million. Sports will receive €6 million, and €500,000 will be allocated to overnight stays for the elderly. Subsidies to sports federations will rise by €200,000 to a total budget of €2.1 million. The budget for the Mallorca Equestrian Institute will increase by 18.8% to €4.7 million in 2024.
Finance and Public Administration
The Finance and Public Administration Department will have a budget of €63.1 million, a 2.7% increase over this year. The Fire Department of Mallorca has been allocated €34.1 million for 2025, a 4.9% increase over 2024, with €3.4 million earmarked for future stations in Santanyí and Manacor.
