The “Construir para alquilar” program, promoted by the Govern de les Illes Balears, positions itself as one of the key measures in the housing sector, aiming to generate around 1,800 affordable homes in six municipalities of Mallorca during its first phase. This initiative is part of the Housing Shock Plan, which seeks to alleviate the shortage of accessible housing in the islands.

Objective of the Program

The main objective of the program is to increase the supply of rental housing at affordable prices, especially benefiting the residents of the Illes Balears. In its first phase, approximately 1,800 homes are expected to be built across the municipalities of Palma, Calvià, Andratx, Santanyí, Sóller, and Felanitx.

This program is based on the transfer of public land to the private initiative, which will be responsible for the construction of protected homes and service accommodations. All of this is articulated under Law 3/2024 on urgent housing measures, also known as the Emergency Decree.

The program foresees the construction of homes in different areas of Mallorca, with a distribution that includes:

  • Palma: 1,200 homes in various neighborhoods of the city.
  • Calvià: 300 homes in four plots.
  • Andratx: 200 homes in seven plots, distributed between Port d’Andratx and Camp de Mar.
  • Santanyí: 55 homes in various localities such as Portopetro, Cala d’Or, and Calonge.
  • Sóller: 12 homes in a building in the center of the municipality.
  • Felanitx: 5 homes in Portocolom.

This program is not an isolated effort. It is part of a set of measures that include the construction of over 600 officially protected homes through the IBAVI and the launch of the “Alquiler seguro” program, which will be activated this autumn. The latter aims to capture vacant homes to allocate them for rental at affordable prices, adding between 2,000 and 3,000 additional properties in the first phase.

Collaboration between the Govern de les Illes Balears and the municipalities is a fundamental pillar for the implementation of the “Construir para alquilar” program. During a recent meeting at the Conselleria de Vivienda, Territorio y Movilidad, collaboration protocols were signed with the mayors and councilors of the participating municipalities. Both Palma and Calvià will carry out specific calls to tender for the projects in their municipalities.

Phases of the Program

The program’s process began in January 2024 when the Govern invited the municipalities of the Illes Balears to identify vacant land suitable for new public housing promotions. After completing the land identification phase and consultations with the municipalities, the program advances with feasibility studies and the preparation of public tenders for the transfer of surface rights to the private initiative.

The “Construir para alquilar” program represents a decisive step in the government’s housing strategy, which seeks to ensure that residents of the islands can access decent and affordable housing. The forecast of generating 7,000 homes in the first phase, combined with complementary measures for public housing and secure rental, positions the Illes Balears as pioneers in seeking sustainable solutions to the housing crisis.
